On August 13, 1987, a “30-mile garbage slick” composed mainly of medical and household waste led to beach closures in New Jersey and New York.

Investigations revealed that the waste likely came from New York City’s marine transfer stations, particularly the Southwest Brooklyn Incinerator.

An official from the New Jersey Department of Environmental Protection suggested that the pollution was intentional, as sealed garbage bags were found cut open to disperse their contents into the ocean.

This action may have been motivated by the high costs—around $1,500 per ton—for legal waste disposal, leading private contractors to dump waste illegally.

In response, Congress enacted the Medical Waste Tracking Act of 1988 (MWTA) to monitor the treatment of medical waste from its creation to destruction.

This act amended the Solid Waste Disposal Act, requiring the Environmental Protection Agency (EPA) to establish regulations for managing infectious waste.

Ultimately, the MWTA served as a pilot study to understand the life cycle of medical waste under federal laws.
